TOMS RIVER -- Ciba will be allowed to continue using its solid waste landfill for another five years.
Ciba's Solid Waste Facility Permit -- previously renewed on Nov. 1, 1993 -- was renewed on June 28. It will expire on June 28, 2006.
Donna M. Jakubowski, spokeswoman for Ciba Specialty Chemicals Corporation, said the permit allows the continuation of non-hazardous materials -- mostly carbon derived from the on-site groundwater treatment plant -- to be disposed into what is known as Cell No. 3 at the landfill, the only active cell remaining.
A meeting announcing the renewal of the solid waste landfill permit at the Ciba site was held on July 26. Township officials are not pleased with the way the situation was handled.
"The township received virtually no notice of this pending meeting and because of previous commitments by the elected officials of Dover Township, most were unable to attend," Township Committeeman John M. Furey said.
"I find it completely unacceptable that a convicted criminal polluter -- in this case, Ciba-Geigy -- is granted a permit without proper notification being given to the elected officials of the township in which this corporation resides," Furey added. "Virtually every aspect of Ciba-Geigy's operation should be subject to increased scrutiny as a result of their previous record."
"We weren't notified until the night before if not the morning of (the meeting)," said Mayor Raymond P. Fox.
Fox said he responded by sending what he called a tactful letter to the state Department of Environmental Protection, to let them know that he was upset about the poor notification he was given.
Amy Collings, state Department of Environmental Protection spokeswoman, was unable to immediately reach department officials to find out more information about notification procedures.
