Letters about concern of ground water supplies and dumping of chemicals in Ocean County and Toms River area.

The Following is information from letters dated August 8,1974

Dear Mr. Hughmanic:

The investigations of organic chemical contamination of the groundwater in the Pleasant Plains section of Dover Township are continuing. The appropriate sampling has included Wells #20, #22, #24 and #26 of the Toms River Water Company which are all relatively shallow wells ranging from approximately 96 feet to 130 feet in depth, and which are adjacent to affected area. The water therefrom has been subjected to various types of determinations for organic contamination, including Carbon Chloroform Extract, phenols and for total organics by the infra-red absorbtion technique. As mentioned in our letter dated July 8,1974, none of these wells show evidence of any significant contamination.

The possibility exists, however, that because of the relative shallowness of these wells, their proximity to the area affected by contaminated groundwater and their zones of influence during heavy pumping, they could become contaminated with the organic chemicals. We are aware that you depend heavily upon these wells to produce sufficient water to meet your normal demands, and that they cannot be taken out of operation for a prolonged period without serious disruption of service.

It is therefor very strongly recommended that the Toms River Water Company will request its engineering personnel to design corrective treatment for each of these wells so that, in the event of an emergency, the treatment facilities can be installed much quicker than would be the case if bench-tests, pilot plant work and the design phase had to start from scratch.

Kindly advise us of your decision regarding this matter, and keep us fully informed of subsequent developments.
